The real challenge comes now. There is no neighborhood level leadership to "own" this plan at the neighborhood level. This effort, which has a very good beginning, could easily peter out over the course of the next year if it is not given the focused, long term attention that is required from a neighborhood level of leadership. If this is just a city plan, then it will not achieve its long term goals.
